I may be remembering this wrong but ages ago when i first entered ranger citadel there was a bloke who told me that you can pick up recruits and if you dismiss them that they would make their way to the citadel and you could re-recruit them here (i noticed that under the option that there is a % chance of them going rogue (depending on your leadership level) but each of them that i have dismissed have said nothing about that), i have gone back to the citadel several times since and hunted around but cannot find any of them :-S The player can recruit a total of 3 followers with a full-size Ranger squad, more if it is undermanned.
